TECH-DRIVEN INDUSTRY INITIATIVE PROGRAM

Within the framework of the decision on granting project-based state support to Investments, the ‘Tech-Driven Industry Initiative Program’ will be implemented to increase the production of high value-added products in the medium-high and high-tech sectors and products that are critical for the development of these sectors.

The main objective of the Tech-Driven Industry Initiative Program, which is one of the most important topics in the 11th Development Plan, is to produce high value-added, medium-high and high-tech products with domestic facilities and capabilities. With the program, it is aimed to increase the share of these products in technology exports from 39% to 50%.

End-to-End Localization

In this context, investment incentives granted by the Ministry of Industry and Technology and project supports granted by KOSGEB and TUBITAK for the priority product list will be provided through a single window mechanism.

A committee consisting of three members from the Ministry of Industry and Technology and one member from KOSGEB and TUBITAK will be formed in order to evaluate the investment projects for which support applications have been made within the framework of the program, to take decisions regarding their support, to monitor the support process of the projects and to take decisions during the monitoring process.

End-to-end support which will cover all the eligible investment projects regarding R & D, commercialization, investment and production processes will be provided by the committee.

The Priority Product List will be determined by the Ministry of Industry and Technology among the products in the medium-high and high technology sectors according to the OECD definition and products which are critical for the development of these sectors. The selection of the products will be made considering various criteria such as foreign trade data, demand development, and intensity of competition. The Priority Product List will be issued by the ministry and may be revised when necessary.

Evaluation of Applications

Only the capital companies resident in Turkey will be able to apply the program. The Ministry will issue a call for support for the products in the list of priority products. The program management office will determine whether the investor meets the basic criteria. The eligible investor will be invited to make a final application and it will be obligatory to submit project feasibility for each project application.

Projects decided to be supported will be granted within the framework of the related support program by TUBITAK, Strategic Product Support Program by KOSGEB and by the Ministry of Industry and Technology in accordance with the relevant provisions.

Investment projects which meet the requirements and qualifications of the support will be submitted to the approval of the President and the decision of the President will be published for the approved projects.
